THE CHALLENGE

Morocco’s agro-industrial sectors faced growing skills mismatches, limited anticipation of future workforce needs, and fragmented coordination between training systems, industry, and policymakers. These gaps constrained competitiveness, job creation, and the ability of the dairy and horticulture sectors in the Rabat-Salé-Kénitra region to adapt to global market dynamics. Hence, a structured system was needed to strengthen sectoral intelligence, anticipate skills demand, and better align employment, training, and investment policies with industry needs.

THE SERVICE

The project combined strategic sector diagnostics, skills foresight, and capacity building focused on the dairy and horticulture sectors. It delivered competitiveness and value chain analysis, assessed future skills requirements, facilitated stakeholder dialogue, and transferred a practical methodology to establish a sustainable system for sectoral intelligence and anticipation of skills needs.

RESULTS

The project produced comprehensive diagnostics of the dairy and horticulture sub-sectors, identifying competitiveness gaps, strategic segments, and future employment and skills needs. It established a structured and sustainable framework for sectoral intelligence, enabling institutions to anticipate workforce demand and better align training, employment, and investment policies. The initiative strengthened institutional coordination and information sharing, improved understanding of value chain dynamics, and defined clear strategic axes for skills development. Through benchmarking and stakeholder engagement, the project generated practical, forward-looking development scenarios and built lasting institutional capacity to support competitiveness, job creation, and long-term sector transformation.
