THE CLIENT

Agence de Developpement de Burundi (ADB)/ Ministère de Finances, du Budget et de la Planification Économique. PRETE Programme (funded by the World Bank).

THE CHALLENGE

Burundi faces significant economic challenges—including reliance on few sectors, high unemployment, and exclusion of vulnerable groups such as women, youth, and refugees. Hence, a focused effort was needed to identify and develop high-potential value chains that could drive diversification, job creation, and inclusive growth.

THE SERVICE

The project delivered a participatory, stakeholder-driven diagnostic and prioritization process covering five value chains—poultry, aquaculture, fruits and vegetables, dairy, and mining. It combined rapid mapping, in-depth sector diagnostics, and strategic prioritization to identify bottlenecks, market opportunities, and investment needs. The assignment also included capacity building for the PRETE Technical Committee and Project Management Unit, development of methodological and monitoring tools, and preparation of a practical manual to guide future value chain diagnostics and implementation.

  • Opportunity mapping & strategic prioritization
  • Value chain diagnostics & competitiveness analysis
  • Gender Equality & Social Inclusion (GESI) analysis
  • Climate resilience & just transition pathways
  • Establishment & facilitation of program governance bodies and public-private dialogue platforms
  • Capacity building for public institutions & officials
  • Primary data collection, database creation & market intelligence surveys
  • Green & circular value chain design
  • General industrial policy and institutional reforms identification
  • Value chain specific policy and institutional reforms identification and definition

RESULTS

The project delivered in-depth diagnostics of five priority value chains, identifying key bottlenecks and opportunities. It established stronger governance and coordination mechanisms through the PRETE Technical Committee and sector task forces, introduced improved methodological and monitoring frameworks, and built local capacity through targeted training and a practical manual. The project also prioritized additional value chains for future interventions and produced actionable, stakeholder-validated action plans to support productivity, competitiveness, and inclusive employment.
