The ProAgro Maroc project is part of an ILO multi-country program designed under the Special Initiative ‘Employment and Training’ of the German Federal Ministry for Economic Cooperation and Development (BMZ).
ProAgro Maroc’s objective is to create sustainable job opportunities in two agroindustry sectors, dairy and horticulture, in Morocco’s Rabat-Salé-Kénitra region. Our team was asked to deliver a long-term autonomous system for anticipating skills needs for each sector.
Our team developed a strategy for identifying skills needs by incorporating (i) a competitive analyses for each sector, comprised of value chain mapping and current global industry insight, and (ii) potential future trends specific to each sector, based on data input from field interviews and modeling scenarios. To lay the groundwork to ensure that the system for anticipating skills needs would take hold, our team increased the local institutional capacity by proposing employment, training, and investment policies at the national and regional levels.
